About Kurt
Proud father of three children—two attending schools in the Mounds View District, while my oldest has graduated and now attends the University of Minnesota.
Currently serving as Chair of the Arden Hills Planning Commission, with over 5 years of experience guiding thoughtful development and growth.
Bringing extensive experience working in government in Public Works, Construction, Operations, and IT to ensure practical, efficient solutions for our city.
Graduated from the University of Minnesota with a strong academic background in Sociology of Law, giving me a deep understanding of how policies impact our community.
With your support, I’ll bring my extensive experience and commitment to public service to the City Council. I’m dedicated to building an inclusive, resilient, and prosperous Arden Hills where every resident feels valued. My focus will be on advocating for thoughtful policies that enhance community well-being, strengthen our local economy, and create a sustainable future for all.
My Priorities
Ensure Fair Taxes and a Responsible Levy
I will advocate for a fair tax structure that supports essential services while promoting economic growth. A responsible levy allows us to invest in infrastructure, public safety, and community development without overburdening residents. I will prioritize transparent budgeting to ensure residents understand how their tax dollars are spent. Additionally, I will focus on funding essential services and exploring strategies to broaden our tax base through responsible development. Together, we can create tax policies that are fair and beneficial for the long-term health of Arden Hills.
Strengthened Public Safety through Collaboration
I strongly support the new Lake Johanna Fire Station, planned for Arden Hills just south of County Road E, as it will significantly improve fire and emergency response times for our community. By eliminating delays at railroad crossings, this station ensures faster, more reliable emergency services. This project is a collaborative effort between Arden Hills, Shoreview, and North Oaks, reflecting our commitment to working together for the safety and well-being of all residents.
Advocate for Parks and Trails
I will prioritize the expansion of our city’s trail system by developing a comprehensive Master Parks and Trails Plan. This plan will create safe, off-road routes for walkers, runners, bicyclists, and families, providing better access to our schools, parks, and neighborhoods. Our last plan was completed in 2002—far too long for a community as active and vibrant as Arden Hills. It’s time to ensure that all residents, young and old, can enjoy the outdoors safely and easily.
Statement on Rice Creek Commons
Recent Advancements and Project Status
The past two years have brought meaningful progress to Rice Creek Commons, addressing long-standing challenges and setting the stage for a brighter future. The JDA meets monthly and progress can be tracked there, but here’s a look at some key developments:
Brought Ramsey County back to the table: After a period of stalled negotiations, the City re-engaged Ramsey County to continue discussions around the project.
Housing agreements reached: The number of housing units at RCC has been increased to 1,960, with 20% allocated as affordable housing—an increase of 500 units from previous plans.
Public release of RCC financials: For the first time, the economics of RCC have been made public, showing a promising financial outlook without putting the City at risk. Final figures are still being refined as negotiations continue.
City Code updated for density: The City Code was updated to accommodate the increased housing density at RCC, a necessary change to allow the project to move forward.
Energy and sustainability goals set: Clear goals for sustainability have been defined, and RCC is pursuing LEED certification for Communities, ensuring environmental responsibility.
Mass grading challenges overcome: The financial hurdle of mass grading has been addressed through a pending purchase agreement between the County and Alatus. Mass grading is expected to begin as early as spring 2025.
Developer negotiations: The City and the developer are preparing to finalize or renegotiate the 2022 Term Sheet, which includes important aspects like TIF financing and planning fees.
Metropolitan Council transit plans: The Met Council produced a transit map that includes RCC for the first time, signaling confidence in the development’s potential.
Responsible Development of Rice Creek Commons: Housing, Taxes, and Jobs
Rice Creek Commons offers a unique opportunity to enhance Arden Hills through smart development that addresses housing, tax revenue, and job creation. By ensuring responsible growth, we can:
Broaden the Tax Base: New housing will increase revenue for public services, infrastructure improvements, and local businesses by providing a reliable workforce and allowing essential workers to live closer to their jobs.
Diverse Housing Options: A variety of housing types will accommodate residents at all stages of life and income levels, making Arden Hills a more inclusive community.
Environmental Sustainability: Sustainable development will reduce energy costs for businesses and homeowners, promoting long-term economic and environmental health.
Public Amenities: Recreational spaces and other amenities will be accessible to all Arden Hills residents, enhancing the quality of life for everyone.
Fiscal Responsibility for Long-Term Stability
To support this growth, we must ensure our city’s budget and tax levy meet the essential needs of Arden Hills:
Public Safety and Emergency Services: Adequate funding for the maintenance and improvement of our safety services is essential to keep our community secure.
Infrastructure: Ongoing improvements to our roads, utilities, parks, and trails will provide the foundation for a thriving community.
City Services and Development: Sufficient funding for city administration and community development will ensure Arden Hills continues to grow in a responsible, sustainable way.
I am committed to supporting our exceptional school system as it continues to grow, including ongoing support for Northeast Youth and Family Services. Education is vital for our community’s success and development.
I will work to develop arts, cultural, and community events that invite residents to connect with each other. These initiatives will enhance our sense of belonging and strengthen community ties.
I will encourage initiatives that promote local engagement and volunteerism. Empowering residents to take an active role in shaping our community will foster a spirit of collaboration and pride.
